Function: The IT Senior Systems Analyst uses detail-oriented, analytical and technical skills to automate business processes or to improve existing computer systems. They will champion the effective use of integrated payroll and human resource systems and provide ongoing technical support to a variety of applications including: employee/manager self-service, benefits modules, time and attendance, payroll processing and human resource functions. The incumbent will serve as a technical point-of-contact for assigned functional areas and assists subject matter experts with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities. This person will also supports system upgrades, patches, testing and other technical projects as assigned.

Essential Duties & Responsibilities

  • Administers and ensures the overall integrity of system data and serves as the subject matter expert, ensuring systems are up-to-date and meet the organization's needs.
  • Performs routine data audits and analysis and addresses issues with users.
  • Provides support to integrated systems, researching and resolving problems, unexpected results or process flaws; perform scheduled activities; and recommends solutions or alternate methods to meet requirements.
  • Collects data, compiles, writes and generates a variety of reports from databases reflecting key metrics and analytics.
  • Serves as liaison between assigned departments and IT as well as external technical support vendor teams to provide systems support and analysis to leverage technology solutions and meet the needs of users.
  • Assists management in identifying and analyzing options and recommends process enhancements.
  • Assists staff with technical issues related to the use of integrated payroll and human resource systems and the creation of queries to select and compile information from these systems.
  • Executes project timelines and communicates progress updates to senior management.
  • Assists with project oversight from design through implementation including identifying, tracking, monitoring and communicating project-related issues, scope changes, variances and contingencies that occur during the course of projects. Monitors project work to maintain expected guidelines and ensure completion on a timely basis.
  • Creates test scenarios and assists in testing to insure all processes work according to predetermined goals.
  • Assists in creating and conducting end-user training on assigned systems and report writing.
  • Acts as functional report writing administrator.

Education/Experience/Qualifications:

  • Graduation from an accredited college or university with a Bachelor's degree in Business Management, Business Administration, Management Information Systems, or a related field of study.
  • 5 years’ experience with data quality, data management with at least 2 years developing data queries for analysis.
  • Advanced knowledge of data management, database report writing and reporting is required.
  • Advanced knowledge of integrated payroll and human resource systems best practices is highly preferred.
  • Advanced use of spreadsheet software and integrated payroll and human resource systems experience highly preferred.
  • Experience in computer programming of Microsoft .NET applications highly desirable.
  • Ability to identify problems and develop workable solutions for oneself and others on the basis of technical knowledge of methods, and administrative knowledge of policies, procedures, laws, regulations, etc. For the more specific requirements outlined above the City will consider any acceptable combination of experience and education, which qualifies the applicant for this particular position.
